Have you considered using the cascade story map template? This is narrative focused rather than map focused: https://storymaps.arcgis.com/en/app-list/cascade/tutorial/
You could also create an operations dashboard to track project progress: https://www.esri.com/en-us/arcgis/products/operations-dashboard/overview
